WASHINGTON (AP) — President-elect Donald Trump has promised to end birthright citizenship as soon as he gets into office to make good on campaign promises aiming to restrict immigration and redefining what it means to be American. But any efforts to halt the policy would face steep legal hurdles. Birthright citizenship means anyone born in the United States automatically becomes an American citizen. It's been in place for decades and applies to children born to someone in the country illegally or in the U.S. on a tourist or student visa who plans to return to their home country. It's not the practice of every country, and Trump and his supporters have argued that the system is being abused and that there should be tougher standards for becoming an American citizen. But others say this is a right enshrined in the 14th Amendment to the Constitution, it would be extremely difficult to overturn and even if it's possible, it's a bad idea. Here's a look at birthright citizenship, what Trump has said about it and the prospects for ending it: What Trump has said about birthright citizenship During an interview Sunday on NBC’s “Meet the Press” Trump said he “absolutely” planned to halt birthright citizenship once in office. “We’re going to end that because it’s ridiculous,” he said. Trump and other opponents of birthright citizenship have argued that it creates an incentive for people to come to the U.S. illegally or take part in “birth tourism,” in which pregnant women enter the U.S. specifically to give birth so their children can have citizenship before returning to their home countries. “Simply crossing the border and having a child should not entitle anyone to citizenship,” said Eric Ruark, director of research for NumbersUSA, which argues for reducing immigration. The organization supports changes that would require at least one parent to be a permanent legal resident or a U.S. citizen for their children to automatically get citizenship. Others have argued that ending birthright citizenship would profoundly damage the country. “One of our big benefits is that people born here are citizens, are not an illegal underclass. There’s better assimilation and integration of immigrants and their children because of birthright citizenship,” said Alex Nowrasteh, vice president for economic and social policy studies at the pro-immigration Cato Institute. In 2019, the Migration Policy Institute estimated that 5.5 million children under age 18 lived with at least one parent in the country illegally in 2019, representing 7% of the U.S. child population. The vast majority of those children were U.S. citizens. The nonpartisan think tank said during Trump’s campaign for president in 2015 that the number of people in the country illegally would “balloon” if birthright citizenship were repealed, creating “a self-perpetuating class that would be excluded from social membership for generations.” What does the law say? In the aftermath of the Civil War, Congress ratified the 14th Amendment in July 1868. That amendment assured citizenship for all, including Black people. “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside,” the 14th Amendment says. “No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States.” But the 14th Amendment didn't always translate to everyone being afforded birthright citizenship. For example, it wasn't until 1924 that Congress finally granted citizenship to all Native Americans born in the U.S. A key case in the history of birthright citizenship came in 1898, when the U.S. Supreme Court ruled that Wong Kim Ark, born in San Francisco to Chinese immigrants, was a U.S. citizen because he was born in the states. The federal government had tried to deny him reentry into the county after a trip abroad on grounds he wasn’t a citizen under the Chinese Exclusion Act. But some have argued that the 1898 case clearly applied to children born of parents who are both legal immigrants to America but that it's less clear whether it applies to children born to parents without legal status or, for example, who come for a short-term like a tourist visa. “That is the leading case on this. In fact, it’s the only case on this,” said Andrew Arthur, a fellow at the Center for Immigration Studies, which supports immigration restrictions. “It’s a lot more of an open legal question than most people think.” Some proponents of immigration restrictions have argued the words “subject to the jurisdiction thereof” in the 14th Amendment allows the U.S. to deny citizenship to babies born to those in the country illegally. Veteran cornerback Kendall Fuller missed his second consecutive game due to a concussion, opening a spot in the nickel package. Kader Kohou, the usual slot/nickel cornerback, is starting on the boundary in Fuller place. Kohou stays at his normal slot position in the nickel and Duck or Smith plays the boundary opposite cornerback Jalen Ramsey. Both Duck and Smith continue to show promise. Running back Raheem Mostert (two carries, five yards; one receptions, minus-3 yards) and tight end Durham Smythe (one reception, eight yards) continued seeing their playing time get reduced. Mostert, a Pro Bowl selection last season after amassing a franchise-record 21 touchdowns, didn’t play from scrimmage until the second quarter. Party today blocked the Saskatchewan NDP’s emergency motion to suspend the provincial gas tax and give drivers some much-needed relief,” the NDP said in a news release Tuesday afternoon. Leading up to the first session of the 30th legislature, which began Monday, Opposition Leader Carla Beck said her caucus planned to introduce an emergency motion Tuesday in the Legislature that would drop gas prices by 15 cents per litre starting Wednesday. An attempt by Opposition finance critic Trent Wotherspoon to do just that failed Tuesday after members of the Sask. Party denied leave to table it. During question period, Finance Minister Jim Reiter made it clear the Sask. Party would not support calls for a temporary suspension of the tax. Reiter said the government is prioritizing permanent, long-term tax relief that it argues will have a greater effect on affordability. The government announced Monday that its first piece of legislation will be the Saskatchewan Affordability Act. The bill is to enact the Saskatchewan Party’s election campaign commitments to address affordability issues, including personal tax relief to save a family of four more than $3,400 over four years. The province also plans to continue not charging the federal carbon levy on home heating, introduce a home-renovation tax credit and increase benefits for people with disabilities and families with kids in sports and arts. “Hardworking people who have never struggled before are cutting back on the essentials,” Beck clapped back in Tuesday news release. “They can’t wait until tax season next year to find out if they’ll even benefit from the government’s programs.” The NDP says pausing the gas tax before the holidays would save families hundreds of dollars over the next course of the suspension. The issue was a major part of Beck’s campaign leading up to last month’s provincial vote; similar motions have already been passed in Alberta, Ontario and Newfoundland and Labrador. The governing United Conservative Party in Alberta and the Manitoba NDP have paused provincial fuel taxes this year, though Alberta’s came back into force in April. Manitoba has decided to extend its pause while Ontario has budgeted a pause until the end of 2024. Some are seeking to get the question of how to do this onto the agenda at future climate summits. A landmark agreement reached in Paris in 2015 to fight climate change requires countries to set targets and report on progress reducing national levels of planet-warming greenhouse gas emissions. But it does not impose such requirements for emissions generated from fossil fuels they drill, mine and ship elsewhere. That has allowed countries like the United States, Norway, Australia and others to say they are making progress toward international climate goals while also producing and exporting fossil fuels at breakneck pace, said Bill Hare, co-founder of Climate Action Tracker, an independent scientific project that tracks government climate action. "Most of these fossil-fuel-exporting countries can get to look good with their domestic climate action," he said on the sidelines of the COP29 conference in Baku this week. "Their exported emissions are someone else's problem." U.S. fossil fuel exports – including coal, oil, gas and refined fuels – led to over 2 billion tons of carbon dioxide equivalent emissions in other countries in 2022, according to a calculation carried out by Climate Action Tracker and verified by Reuters using data from the International Energy Agency. That is equivalent to about a third of U.S. domestic emissions, the data showed. A years-long drilling boom has made the U.S. the world’s top oil and gas producer, while robust demand has lifted its coal exports for four years running, according to data from the U.S. Energy Information Administration (EIA). Asked how Washington squares its climate ambitions with its fossil fuel production and exports, President Joe Biden's climate adviser, Ali Zaidi, said strong energy output was needed to keep consumer prices low during a transition to cleaner fuels. "I don't think there is social license for a decarbonisation playbook that puts upward price pressure for retail consumers in the marketplace," Zaidi told Reuters. Incoming president Donald Trump, a climate change sceptic, has said he wants to further boost the nation's fossil fuel production. For other producers, greenhouse gas emissions from fossil fuel exports sometimes outweigh domestic emissions, Climate Action Tracker said. That was true for Norway, Australia and Canada in 2022, the most recent year for which data is available for all countries analysed. Reuters obtained exclusive access to the calculations. Norway's Ministry of Climate and Environment said it is up to other nations to manage their own carbon footprints. "Each country is responsible for reducing its own emissions," the ministry said in a statement to Reuters. Officials at the environment and climate ministries of Canada and Australia did not comment. Addressing the summit in Azerbaijan, host President Ilham Aliyev accused some Western politicians of double standards for lecturing his government about its oil and gas use, saying, "They better look at themselves." Cement and brickmakers Most U.S. gas exports now go to European countries seeking to reduce dependence on Russia, while China has become one of the top buyers of U.S. crude and coal, according to the EIA figures. America's biggest growth market for coal, however, is North Africa. U.S. coal mines exported around 52.5 million short tons globally in the first half of 2024, up nearly 7% from the same period a year ago, the data showed. Much of the increase was driven by cement and brickmakers in Egypt and Morocco, which together took in more than 5 million short tons over the period, the EIA said in a recent report. "These customers value the high heat content of U.S. thermal coal, which makes their manufacturing operations more efficient," the report said. Meanwhile, U.S. domestic coal use has been sliding as cheap natural gas and subsidies for renewables like solar and wind drive coal-fired power plant closures, extending a more than 15-year decline in greenhouse gas emissions. Egypt's cement industry has relied on imported coal for nearly a decade, since persistent natural gas shortages forced many factories to look for alternatives, said Ahmed Shireen Korayem, vice chairman and board member at the Arab Union for Cement and Building Materials, a regional industry body. The U.S. is Egypt's largest supplier, accounting for 3.1 million of the 6.6 million metric tons of coal imported this year, according to data from the London Stock Exchange Group. Russia supplied most of the rest, 2.1 million metric tons. Its environment ministry referred questions to the foreign ministry, which did not immediately comment. Activists argue that the Egyptian government's decision to lift a longstanding ban on coal imports in 2015 to support an industry central to its economic development plans is harmful to the environment and health of communities like Wadi al-Qamar. Using data from the Alexandria plant's emissions-monitoring system, researchers from Egypt's Al-Azhar University, Cairo University and environment ministry simulated the dispersion of polluting dust and toxic gases between 2014 and 2020. The study, published in the Journal of Environmental Health Science and Engineering in 2022, concluded that the shift from using natural gas to coal as the dominant fuel lead to increased emissions and concentrations of total suspended particulates (TSP), nitrogen dioxide and sulfur dioxide. The concentrations were mostly within legal limits, however. Egypt’s greenhouse gas emissions from burning fossil fuels rose by more than a fifth in the decade ended in 2022, hitting 263 million metric tons of carbon dioxide, according to data from the Global Carbon Budget, a project led by Britain's Exeter University. Most of these emissions came from gas and oil, which remain Egypt's main energy sources. Coal accounted for 3.4% of the 2022 total, 9 million metric tons. The government committed in 2021 to phase out the use of coal and has asked companies that use it to introduce more renewable sources into their energy mix. But Heba Maatouk, a spokesperson for Egypt's environment ministry, said there was insufficient supply of alternatives, such as refuse-derived fuel (RDF) made from combustible trash. "If companies cannot get the RDF, they won't stop operating and will use coal to avoid losses," Maatouk told Reuters. Legal battles Decarbonising the cement industry is a challenge, particularly in poorer developing nations like Egypt, because it requires vast amounts of energy, and technologies to keep emissions from the atmosphere are expensive. In his COP29 address last week, Egyptian Prime Minister Mostafa Madbouly said his country's plans to boost renewable energy to 42% of its power mix by 2030 depend on foreign support. Residents in the Wadi al-Qamar neighborhood have been engaged in a prolonged legal battle with the Alexandria cement factory, APCC, filing multiple lawsuits, said Hoda Nasrallah, a lawyer for the Egyptian Initiative for Personal Rights (EIPR). In 2016, community members backed by EIPR asked an administrative court in Alexandria to overturn amendments to the country's environmental regulations that allow heavy industries to use coal on health and environmental grounds, according to the rights group. APCC officials did not respond to a request for comment made through a legal representative. Titan Cement confirmed that the factory sources coal from the U.S. but did not elaborate. In a statement issued by its group corporate communications director, Lydia Yannakopoulou, the company said the plant had not violated any laws, had made 40 million euros in investments in pollution controls since 2010, and planned to reduce its use of coal in coming years as it ramps up use of alternatives. She said a court-appointed committee of experts from Alexandria University concluded there were no environmental violations resulting from the company’s emissions or operational processes, and the emissions were within legal limits. Nasrallah said lawyers representing the community believe the committee was headed by a company employee and have taken their case to Egypt's highest administrative court in Cairo. Neither side provided a copy of the committee's report, and Reuters could not independently verify their assertions. A ruling in the case is expected in December. Meanwhile, frustration is building among nearby residents like Hisham al-Akary, who says his family has lived in Wadi al-Qamar for generations and cannot afford to move. The Bears say they want to stay in Chicago, but their potential drive to the northwest suburbs just got easier. Team officials announced Monday they’ve reached a tentative agreement with the village of Arlington Heights and local school district leaders who’ve sparred with the Bears over the property tax valuation on the shuttered Arlington International Racecourse, the 326-acre plot the team closed on early last year as a potential new stadium site. After about a year of wrangling over the size of the team’s property tax bill — and a year of political roadblocks to the Bears’ hopes for funding a new stadium in Chicago — the team says it has a memorandum of understanding that opens the runway for them to land in Arlington Heights. But their first choice is still Chicago, team officials insist, raising the constant question of whether the Bears’ latest announcement is a push for leverage in stadium negotiations that have now stretched over three years. In a statement, team officials said they “remain focused on investing over $2 billion to build a publicly owned enclosed stadium on Chicago’s lakefront while reevaluating the feasibility of a development in Bronzeville.” “That being said, we remain significant landowners in Arlington Heights and establishing a framework for potential future development planning, financing and property tax certainty has been a priority since the land was purchased. We continue to have productive conversations with the village and school districts and are aligned on a framework should we choose to explore a potential development,” team officials said. Arlington Heights Mayor Tom Hayes said the property tax deal was not yet signed, noting it requires approval from the boards of the village, Township High School District 214, Palatine-Schaumburg High School District 211 and Palatine Township Elementary District 15. “It’s pretty clear the Bears are still focused on the lakefront, but we’ve always considered Arlington Park and Arlington Heights a strong, if not the best contender, and I’m really optimistic about the progress we’ve made,” Hayes said. A spokesperson for the village and school districts said “we have a common understanding with the team on how to create a framework for potential development, financing, and property tax certainty in Arlington Heights that works for all parties.” Officials declined to say what number the sides landed on. The three suburban school districts, which are funded by property taxes, intervened in the case with proposals that would set the bill around $5 million. Once all but certain for a suburban move, the stalemate prompted the Bears to shift their focus back toward the Museum Campus, where the team in April unveiled a proposal for a $4.7 billion dome south of Soldier Field . Their plan, which requires upwards of $1 billion in public funding , drew cheers from Chicago Mayor Brandon Johnson — and cold shoulders from state lawmakers in Springfield. He was honored alongside Michigan’s Colston Loveland and Bowling Green’s Harold Fannin Jr. After debating entering the NFL Draft after last season, Warren sure seems to have made the right decision. He leads Penn State with 75 receptions for 910 yards and five touchdowns. He’s also rushed 18 times for 157 yards and four scores. Oh yeah, he’s also thrown a few passes, one for a touchdown, and punted against Minnesota. The Virginia native holds Penn State single-season records for tight end receptions and receiving yards, while he holds the most receiving yards for a tight end in their career and is tied for the most receiving touchdowns by a tight end. He made the game-clinching catch against Minnesota this weekend on a later fourth-and-1, a play in which he could’ve scored easily to break another record. But he went down to run the clock out, a show of his commitment to winning above all else. “It’s the best thing to do in terms of managing that situation and winning the game and not having to kickoff again, ending on our terms,” James Franklin said Monday. “So just really, really cool play and not surprising that Tyler Warren is going to put the team first. I’m a big believer in that. The more you give to others and pour into others, it comes back to you ten times. Carter was joined as a finalist by Colorado cornerback Travis Hunter and Ohio State safety Caleb Downs. Carter, already a finalist for the Bronko Nagurski Trophy (defensive player of the year), has 48 total tackles, eight sacks, 17.5 tackles for loss and two forced fumbles this season. His 17.5 tackles for loss are third-best in the country and best in the Big Ten, while his eight sacks are tied for 20th in the country and fourth in the conference. He’s made a significant impact in his first season since switching from linebacker to defensive end, earning Pro Football Focus’s 10th best defensive grade among edge rushers at 86.9. His pass-rushing grade is slightly better at 90.7, ranking fourth-best in the nation. The Philadelphia native is also a semifinalist for the Lombardi Trophy (best lineman) and the Lott IMPACT Trophy. We need to invest in production that leads to growth,” a company official Masato Suzuki said on Friday while giving reporters a look at a Nippon Steel plant in Ibaraki prefecture, north of Tokyo. Nippon Steel Corp has its eyes on India, Southeast Asia and the US, Suzuki said. About 70 per cent of the plant’s output is exported. The Tokyo-based company remains optimistic, although the deal is opposed by President elect Donald Trump, President Joe Biden and American steelworkers. Nippon Steel already has manufacturing operations in the US and Mexico, China and Southeast Asia. It supplies the world’s top automakers, including Toyota Motor Corp, and makes steel for railways, pipes, appliances and skyscrapers. The American steel industry has waned as Chinese steelmakers have grown to dominate the market. Japan wants to leverage the decades-old US-Japan security and political alliance to seal the acquisition, but the outlook is uncertain. In September, an arbitration board jointly chosen by US Steel and United Steelworkers decided the proposed acquisition could proceed. But United Steelworkers union, which has 1.2 million members, have objected, citing worries about job losses and contract terms. The union has questioned Nippon Steel’s plans to transfer production locations and concerns about national security and domestic supply chains. CAMBRIDGE — Henry County is one of five counties being sued in a class action suit in which landowners are claiming that in tax sales of their properties, the county is seeking more than it should and not returning enough to the landowner. Executive committee chairman Marshall Jones told the county board of the lawsuit Thursday, asking them to approve a letter of engagement with an attorney to represent the county in federal court. Henry County State's Attorney Catherine Runty would not be able to do so. The board approved the letter of engagement 17-0 with board members Rex Kiser, Jim Thompson and Lynn Sutton absent. "We'll let it go through the courts and see where it goes," said Jones. The initial complaint in the suit was filed in April in the U.S. District Court of Southern Illinois, listing officials and St. Clair and Sangamon counties as defendants. Henry County was added in an amended complaint filed in August, when Aaron Lindquist, a Colona resident, was added as a plaintiff. In other business the board approved an intergovernmental agreement with the village of Cambridge for police protection from the sheriff's department. The agreement provides for up to 80 hours of coverage a month at $29 per hour plus benefits. It is similar to agreements with Andover and Orion. Board member Natalie Hendryx also reported that with two deputies graduating from the police academy and one entering the academy in January, the sheriff's department is fully staffed, although three will be in training. The department is aware, however, that one deputy is leaving to join the state police. The Bishop Hill wind generator project is now completed and emergency generators have been put in place at the highway department. Finance committee chairman Mark Burton reported that the county ended the recent fiscal year in "outstanding financial condition" and has built reserves to continue making capital improvements without incurring any debt. He credited department heads, county administrator Eriun Knackstedt and "every single employee in the county" with putting the county in such a good place. Board members also learned the phone system at Hillcrest Home had failed and was temporarily replaced with cell phones from the Office of Emergency Management. Ultimately a new phone system was installed and the board approved the purchase for $24,119.83. Board member Brian Corkill reported the new system is better technology and working great. The board also approved an architect's agreement for the nursing home which is planning to remodel bathrooms in the facility. Corkill said the Illinois Department of Public Health requires that an architect be used for the project. Corkill said the nursing home is still having to use agency staffing although the census is down to 59. Total capacity at the home is nearly 100. "We encourage them to find the right balance," he said. "We can't keep cutting back." Here’s what you should know about tax deductions. Pennygem’s Natasha Abellard has the story. The bulk purchase of single-family homes by corporate owners—who then turn them into rentals—has come under increased scrutiny in recent years. Legislators have gradually been responding with bills to rein in and in some cases ban private equity, real estate investment trusts and hedge funds from purchasing single-family homes. According to Next City , the most prominent of these bills was introduced in December 2023: the End Hedge Fund Control of American Homes Act, introduced in the Senate by Oregon Sen. Jeff Merkley with companion legislation introduced in the House by Rep. Adam Smith . The bill, which has been referred to committee but has yet to receive a vote, would effectively ban hedge funds from owning any single-family homes within 10 years of its passage. The Merkley/Smith bill as written would force large corporate owners to divest from their current holdings of single-family homes over 10 years. An applicable entity that manages investor funds, is a fiduciary of the funds, and purchases new homes would be taxed half the cost of each additional home. Entities that fail to divest homes they own in excess of the 50-home cap would be taxed $50,000 for each excess home. And hedge funds, specifically, would pay that fine if they own any homes at all (with 10 years to divest of them). The taxes would go toward a new housing trust fund for downpayment assistance for aspiring homeowners. The legislation defines a "hedge fund" as any taxpayer with $50 million or more of assets under management. There are exemptions for nonprofits or any organization that primarily builds or rehabilitates single-family housing. Merkley told Next City/Shelterforce that he first learned about the issue from constituents who were being outbid for starter homes for their families by deep-pocketed investors who were willing to buy the homes sight unseen. "I started to hear the vignettes of people competing with all-cash, no-inspection offers in Oregon," Merkley says. "And three years ago or so I started seeing the stats of the large number of homes that were being purchased." While the overall ownership of single-family homes by private equity remains relatively small, a 2022 report by MetLife estimated that by 2030, 7.6 million single-family rental homes in the United States—more than 40 percent—could be owned by corporate investors. According to a November report from the Private Equity Stakeholder Project (PESP) the estimate of 1.6 million housing units owned by private equity is "likely a dramatic underestimate due to a lack of transparency in ownership records." The issue was the subject of a much-publicized Congressional hearing in 2022. And on March 7 President Biden released a policy announcement on housing ahead of his State of the Union address that mentioned private equity's influence on housing, saying, "Corporate landlords and private equity firms across the country have been accused of illegal information sharing, price fixing, and inflating rents," a reference not only to rent gouging but to ongoing litigation against RealPage, a data analytics company providing research to landlords, for coordinating rents among customers. Private equity firms generally purchase houses with the goal of quickly turning a profit and then selling them. According to the November report by the Private Equity Stakeholder Project, private equity firms generally seek to turn a 15 percent return to investors within a 3- to 5-year period, and they accomplish this by cutting costs, including "deferring maintenance, skirting regulations, and imposing unnecessary fees on tenants." A 2022 report from Drexel University found that between 2020 and 2021, 19 percent of sales of single-family homes in Richmond, Virginia, went to investors (a broad category that includes individual house flippers and private equity giants), and a quarter of the homes purchased in the same time period in Jacksonville, Florida, and Philadelphia were bought by investors. The bill is one of several pieces of legislation introduced in recent years in an attempt to address private equity purchases of housing, although the other bills are all at the state or local level. Among them is a North Carolina bill that would ban any single entity from owning more than 100 homes in counties that have above 150,000 residents. Every home owned above 100 would result in a daily fine of up to $100. In its report, PESP referred to the bill, which was referred to committee over a year ago but has never received a vote, as "one of the most stringent regulations of corporate landlords ever attempted by any state government." A bill in Minnesota, HF685 , would ban corporate entities from converting single-family homes into rentals. Introduced in January 2023, the bill hasn't received a vote but has been picking up support: it has 18 authors as of this writing. Minnesota has been particularly impacted by private equity landlords. In 2022, Next City covered a group of tenants in single-family homes in Minnesota putting their rent in escrow rather than paying their private equity landlord, Pretium Partners, which was failing to provide needed repairs. Pretium was the subject of a lawsuit by the state's attorney general, Keith Ellison. The Merkley/Smith legislation caps ownership for all pooled investment funds at 50 single-family homes. Merkley told Next City/Shelterforce the number was "arbitrary" but chosen so that large hedge funds don't form smaller companies to evade detection. "We didn't want the large billion-dollar hedge funds to create the same board of officers and create a smaller hedge fund," he says. Private equity owners of single-family homes have continually argued that they are creating supply in the rental market, particularly for growing families who would feel cramped in a small apartment. Merkley says the legislation negates that argument, because it requires private equity landlords to sell off their properties to new homeowners. "That's a completely bogus argument," he says. "You're taking a family out of the rental market when they become the owner of this home." He says that allowing aspiring homeowners to buy homes is "systematically reducing the demand for rental housing." Merkley had a front-row seat to the beginning of this crisis. He entered Congress in 2009, during the financial crisis and mortgage crisis, when the federal government had acquired hundreds of thousands of single-family homes with predatory mortgages that it needed to get rid of. After the financial crisis, the Obama administration began selling off hundreds of thousands of the single-family homes that it had foreclosed on. Rather than selling them to homeowners, they sold them to hedge funds and private equity with massive discounts. Merkley says that he was pushing the Obama administration at the time to make the homes available to Americans who had been victims of the subprime mortgage crisis. The Obama administration, Merkley says, responded that they didn't have time to build capacity for a discounted homeownership program before the buildings started to deteriorate. "I do understand the arguments the administration was making ... they were also worried about pipes freezing, they were worried about houses being broken into, they were worried about houses being stripped of their copper," Merkley says. But he says that whatever the Obama administration's limitations, "That process of selling off houses in these large bulk sales that only large hedge funds can buy them really set this in motion." Hedge funds and private equity firms make money off these homes with or without renters—the buildings appreciate in value, and that appreciation is not subject to taxation until a sale. Merkley then joined the banking committee, where he worked on regulating subprime mortgages. "We made them illegal, they were turning the dream of homeownership into a nightmare," Merkley says. (This is not exactly true, but the Dodd-Frank Wall Street Reform and Consumer Protection Act did put greater guardrails on subprime mortgages, putting them under the purview of the Consumer Financial Protection Bureau. Merkley, along with Sen. Amy Klobuchar, contributed to language in the bill that prohibited mortgage lenders and brokers from receiving financial incentives to offer high-risk loans.) The Merkley/Smith bill also does not address private equity ownership in the multifamily housing market, where it owns a larger share of the market. Since multifamily units are mostly rentals already, private equity does not have the same effect on overall supply. But corporate consolidation of housing can lead to higher rents. Merkley says he doesn't have a plan for multifamily yet. "I don't feel I understand that multifamily issue well enough to propose a specific strategy on it," he says. The End Hedge Fund Control of American Homes Act doesn't have a strong solution for one of the largest impediments to regulating corporate ownership: tracking who owns what. Many rental properties are owned by shell LLCs, making ownership hard to discern. The bill sets up a reporting requirement around acquisitions, and issues a $20,000 fine for not reporting. But it doesn't create a mechanism for uncovering who owns the units, nor does it establish a new database of rental ownership. In an email statement to Next City/Shelterforce, Merkley's office said, "LLC transparency is a key piece of the puzzle to ensuring houses in our communities are homes for families, not profit centers for Wall Street" and that the senator is "exploring the most effective transparency and reporting strategy for tracking future acquisitions." "It's tough to really hold somebody accountable when you don't really know what the true ownership is," says Chris Noble, policy director at the Private Equity Stakeholder Project. The group has endorsed the legislation, saying it addresses the "root cause" of corporate housing consolidation. Noble says any mechanism to track housing ownership would need to be as "robust" as the tax portion of the bill for the legislation to work. PESP has advocated for a national landlord registry. "There has to be some way to track what everybody has because a lot of times it is an LLC that is owned by something else that is ultimately owned by a real estate investment trust or something like that," he says. OTTAWA - NDP Leader Jagmeet Singh says his party is ready to introduce motions as early as today that would help the Liberals pass legislation to create their promised GST holiday but only if they separate it from their parallel promise to send $250 cheques to working Canadians. Singh said his party would open the procedural “gates” including motions to extend the sitting hours of the House of Commons to debate and pass the legislation in time for it take effect as promised on Dec. 14. Like other single adults living in China without siblings, the 29-year-old, who asked to have her full name kept private, bears the weight of being the sole financial provider for her parents, both in their 50s. She began setting aside more money after learning that her parents would only receive around 300 yuan each month, post-retirement and now hopes to save at least 200,000 yuan in the next 10 years. Hers is a predicament faced by many “single-child families” in China, which comes as a result of the one-child policy and has riddled the country with demographic problems. “Many families in my village only had one child in response to national policies,” she told CNA, adding that she hopes the national scheme could soon be improved to increase payouts and reduce financial burdens faced by adult only-children. China’s pension system has been facing immense pressure in coping with a rapidly ageing population and declining birth rates, which has resulted in a declining pool of working-age people funding the system and more retirees looking to receive payments. While the government’s move to raise the retirement age from January 2025 is a step in the right direction, experts say that it is still not enough and more clearly needs to be done to support the national pension scheme. Analysts say this figure, while seemingly moderate compared to advanced economies, is substantial for a developing economy like China. “The sustainability of that level of collection and payment depends on the future of the Chinese economy,” said Mr Frazier. “You can always lower the 5.4 per cent expenditure figure if you have a larger economy, but the absolute number of pension expenditures will keep increasing year by year.” Further faltering of the pension system also risks eroding public trust in the government’s ability to meet its obligations, analysts said, potentially destabilising societal equilibrium. China’s rapidly ageing population has been affecting the pension system’s sustainability – with more elderly citizens claiming retirement benefits and less working adults contributing to the pension fund. The population aged 60 years and above reached 297 million in 2023, accounting for more than 20 percent of the total population. This percentage is projected to increase to an astounding high of over 52 per cent by 2100 – meaning more than half the population will be elderly. The labour force has also been shrinking as the country’s declining fertility rate is now among the lowest in the world, at 1.1 children per woman. The imbalance has directly affected the country’s dependency ratio, the number of workers supporting each retiree, which is projected to fall from the current 2.95 to just 0.69 in less than 80 years, based on UN population projections, according to Mr Dudley L Poston Jr, a sociology professor at Texas A&M University. “As a result, financial risk and pressure are overwhelming,” said Dr Huang. But with the one-child policy implemented between 1980 and 2015, and the current low fertility rate, a whole generation of single-child families is bearing the weight of financially supporting ageing parents on their own. Ms Xianggui worries about her ability to support her parents long-term and has been conducting her own research on online platforms like Xiaohongshu about increasing pension contributions. She believes that it is “still possible” to increase her pension contributions to the maximum tier of 4,000 yuan annually. “Under this new plan (that I came up with), my father would contribute 8,000 yuan annually, and my mother 4,000 yuan into their individual pension accounts. Together, this could raise their combined pensions to over 1,000 yuan per month,” she said. While it’s a modest amount, she thinks the adjustment is “better than nothing” and “within” her financial capacity. The youngest of three children, Dove Long, an unmarried 41-year-old living in the city of Changsha, gives both her retired parents a fixed monthly allowance and even goes the extra mile to buy them supplementary private health insurance to “mitigate financial stress in case of major illnesses”. But despite earning a comparatively higher than average income of around 20,000 yuan (US$2743) per month, Ms Long said she still worries about her own retirement. For her, long-term financial security remains elusive. “Society generally expects children to take on the primary responsibility for their parents’ retirement,” she told CNA. “With the rising standard of living, I hope to have enough funds to enjoy a rich cultural and recreational life after retirement, such as frequent travel and participating in various interest classes,” she said. “My employer contributes to my pension insurance as required... but relying solely on social security pensions may not fully meet my future aspirations for a quality retirement,” she added. “Under the current system, the estimated pension (I get) might only cover basic living expenses, which falls short of fulfilling all my needs.” Life expectancy in China has risen to 78 years as of 2021, from about 44 years in 1960, and is projected to exceed 80 years by 2050. And longer life expectancies will mean more financial strain like the increasing costs of elder support and care. “As people grow older, it’s natural to expect that they might need more medical (help) so expenses will increase,” said Ms Liu. “That added cost will be another financial burden to the family.” Young adults also grapple with other ongoing financial burdens like stagnant wages and high living costs. Competition in the job market remains stiff and pressures are high, Ms Liu added. “The cost of childcare is (also) high,” she said. “This basically means (people) have to spend if they decide to have (a) child, so it’s a lot of expenditure. But the wage growth has stagnated.” SPEND OR SAVE? The financial realities have impacted many major life decisions for Ms Xianggui, who shared that she had been planning to buy a house with her fiancé in Hefei, one of China’s fastest growing cities famed for its blend of historical heritage and sci-tech innovations. The situation has been stressful, she said, adding that the couple has had to postpone their wedding in order to support her family. “My fiancé’s family is contributing the majority of (our) down payment while I can only provide 200,000 yuan as my parents are unable to support me financially,” she said. “He wants to work for a few more years to save up.” Rutgers University’s Dr Huang noted that citizens born under China’s one-child policy grew up in a relatively open and liberal era, different from their parents and have “a different approach to navigating challenges”. “They have better education and more exposure to new media in general, hold less trust in the government or lower expectations for the government’s social welfare responsibility,” she said, adding that they might seek alternative financial services instead of relying solely on state support. “However, they face similar challenges in balancing elder care and personal financial priorities compared to the older generations.” The unreliability of the pension safety net means most people “have no choice but to live on personal and family savings and assets after retirement”, said Dr Huang. “Older people... want to save, to prepare for either retirement or emergencies,” said Ms Liu. “This propensity to save discourages people from consuming, and the lack of household consumption is a very big problem dragging the Chinese economy now.” She noted that a failure to stabilise China’s pension system could stifle domestic consumption, with global repercussions. “If families realise they have better healthcare or broadly speaking, better social security, then Chinese families or consumers are willing to spend, rather than just save for the future,” she said. “The increase in consumption is also going to stimulate the economy.” NAVIGATING THE ROAD AHEAD China’s pension system remains at a crossroad and in September 2024, the government announced incremental reforms to raise the retirement age, aiming to ease financial pressures on the pension system. The move was long overdue, given that China’s retirement age – 60 for men, 55 for women in white-collar jobs, and 50 for women in blue-collar jobs – had not changed since the 1950s, analysts said. “Extending the retirement age will allow the pension funds to last for some additional years,” said Mr Poston. However, he cautions that it is not a silver bullet. “This will not be a permanent fix. It will only partly address the extremely serious demographic problems now facing China.” Mr Frazier, who also authored a book titled "Socialist Insecurity: Pensions and the Politics of Uneven Development in China", noted limitations of this measure and said long-term effects would not be felt until 2040 or 2050. “The costs of pensions are never placed directly on people in the current moment, but they are postponed decades into the future,” he said. The Chinese government has in recent years also sought to diversify the pension system with the introduction of private retirement savings schemes in November 2022. The introduction of individual retirement accounts (IRA) is a key component of this effort. These accounts, modeled after 401(k) plans in the United States, allow individuals to make voluntary contributions of up to 12,0000 yuan annually to supplement their public pensions. According to Dr Huang, who is also affiliated with the Rutgers Center for Chinese Studies, the IRA is a personal savings account, and not social insurance, “because it has no social pooling or risk sharing among individuals”. “By May 2023, more than 900 million households have participated in IRA, but the average savings put into it is less than 2,000 yuan per household.” It’s clear that there’s more to be done, with experts emphasising comprehensive reforms being essential to ensure its sustainability, with proposed solutions spanning structural changes, fiscal reforms, and innovative labour policies. Mr Frazier says the fragmentation in China’s pension system, with over 2,000 local governments managing funds independently, has led to administrative expenses being wasted. “If you centralise or even bring it to 31 provincial-level pensions, then you're going to save a tremendous amount of administrative costs,” he added. The Mercer CFA Institute Global Pension Index 2024 suggests increasing the minimum level of support for the poorest individuals. Another policy solution is to relax the country’s hukou household registration system, which experts say would improve eligibility and support for migrant workers and rural residents. Meanwhile, China’s reliance on payroll taxes to fund pensions is increasingly unsustainable as the workforce shrinks. To increase contributions to the pension pot, Ms Liu pointed to untapped revenue sources. "Right now, China doesn't really have property tax, for example and I think capital gain tax in China is fairly minimal or is completely non-existent," she said. Dr Huang emphasised the urgency of broader fiscal measures. "The demographic crisis can easily turn into a fiscal crisis for the government," he said. "Redistribution and changing the taxation system are crucial to managing these challenges." A more radical approach, as suggested by Mr Frazier, is to delink pensions from employment to create a universal basic pension. “You have to consider ways to introduce reforms that would guarantee pensions for people in an economy in which, over 40 years, there may be 40 different jobs, 40 different employers,” he said. China’s demographic decline has led others like Mr Poston to propose immigration as “the only answer” to replenish the labour force and alleviate pension funding pressures. “China needs to turn to immigration to get them out of this quagmire. The country’s several attempts to implement policies to increase the birth rate have not worked, and they will not work.” However, he also acknowledges the challenges. “It will not be easy to introduce and implement an active immigration policy in a country with little experience with immigration, few preferences for immigrants, and a seemingly deep-rooted belief in racial purity held by many leaders in the Chinese Communist Party.” For millions of Chinese citizens, the stakes are high, and the path forward remains fraught with challenges. “To be honest, I do have concerns,” said Ms Long. "I worry that by the time I retire, there might be insufficient pension funds or a decline in the quality of services." Here’s a look at some of the changes that were addressed Tuesday by Jayna Hefford, senior vice president of hockey operations for the league and Amy Scheer, Senior Vice President of Business Operations as they conducted an on-line open interview with a handful of the league’s media members. ON THE QUESTION OF THE LEAGUES NEW BROADCAST AGREEMENTS In Canada, the PWHL has for the first time received media rights from a trio of partners – TSN, CBC and Amazon Prime. What that means for the consumer is the end of the YouTube option in Canada though YouTube will still be available in the U.S. and Internationally to access games. “We have three wonderful partners (in Canada) with TSN, Amazon Prime and CBC,” Scheer said. “And the nature of the relationship with those parties has changed this year in that yes, we are receiving media rights and as part of that streaming does become exclusive. Listen, it’s a really hard decision to make because accessibility is really important for us, but you hope on the flipside that fans understand this is really a very important next step for the sustainability and growth of our league. So, I think as you grow, there are tradeoffs you have to make and tough decisions you have to make and this was certainly one of them.” Because the league has yet to land a national media partner or partners in the U.S. the option to stream games in the U.S. over YouTube remains though that too should be coming to an end perhaps as early as Year 3. “I think there are some national partners (in the U.S.) that would be willing to carry our games today,” Scheer said. “And I think that are some national partners that feel we need to grow beyond the current markets we are in. “Every day we evaluate what the business proposition is and what the best way to move forward is. We make our decisions wholistically on the health and growth of the league. Media rights and broadcast deals are one part of that.” WHERE DOES EXPANSION STAND? Earlier this summer, Scheer attended the ESPN Women’s Summit and let it be known the league was taking interest from markets across North American interested in filling up to two expansion spots as soon as next season. Scheer expanded on that yesterday. “Listen, we may add two teams, we may add zero,” Scheer said. “But I think the goal is to expand at a rate in which the talent of hockey can support. I don’t think we will go from six teams to 12 teams in a year. The most important thing is to never compromise the quality of the play on the ice because it is great. That is really listening to Jayna and her direction of what we are capable of expanding to and when. But listen, we have criteria. We have a model and we will evaluate the criteria as we have discussions and get the information back from the interested markets. “We’ll see what the cadence is? Today we are looking at up to two teams. I don’t know what tomorrow holds.” Scheer said they already have interest from at least 25 markets, but are not quite ready to identify them just yet. “We have not really publicly disclosed who the cities are that we have spoken to,” Scheer said. “If Quebec City (Scheer was asked specifically about the provincial capital) wants to have that conversation, they are more than welcome to, but from a league standpoint, we are speaking with multiple cities across both countries and I think at this point would like to keep those conversations private and comment on them when the time is appropriate.” YOU RECENTLY CHANGED THE WORDING IN THE RULE BOOK CONCERNING BODY CONTACT IN THE LEAGUE. DID ANYTHING SUBSTANTIALLY CHANGE? “I don’t think substantially, but where you will notice a bit of a wording difference is around the body checking statement in the rulebook,” Hefford said. “We just really wanted to try and zero in and create as much clarity for players, officials and fans as possible. What we really looked at and didn’t like was the big, open ice, opposite direction contact. Players skating directly at each other, not playing the puck and creating that contact. Those are the hits that won’t be in the game. But the plays where you are playing the puck first, you are moving in similar directions and contact happens, that is the type of contact you will see in our game.” ANY CHANCE INCOMING EXPANSION TEAMS WOULD BE LOCALLY OWNED? “As of today, we will remain single entity,” Scheer said meaning the Walter Group which owns and operates all six teams would continue to do so. “I don’t think the Walter Group and our board would close the door on local ownership but I don’t know what that timeline would be. For the foreseeable future it will remain single entity.” HOW FAR ALONG IS THE PWHL ON A DEVELOPMENT LEAGUE TO SERVE THOSE PLAYERS THAT DON’T CRACK THE 23-PLAYER ROSTER OR THE THREE-PLAYER RESERVIE PER TEAM? “It’s something that is on minds constantly,” Hefford said. “How will we continue to develop this top-end talent. The reality is building a league is hard enough. Building a second league or a minor league system is something just as large as we’ve just done. It’s on our radar at some point to hopefully have something along those lines, but in the near term we have to look at what other opportunities might exist for players to continue to play and develop. “We do believe those reserve players within our league have a really great opportunity to train with the best players in the world every day and so continue to develop at that 26 player per team number. But each year that pool gets bigger and bigger so it’s something we are looking at closely and trying to figure out how we can navigate it in the short term, but in a perfect world long term we would have a development system in place.” CAN YOU PROVIDE ANY MORE TRANSPARENCY ON THE NATALIE DARWITZ FIRING IN MINNESOTA? (AP) — Drew Lock is likely going to start at quarterback for the New York Giants against the Indianapolis Colts on Sunday when they try to end a franchise-record 10-game losing streak.
